General requirements

 CHAPTER 1  Legal framework 

The basis of health and safety law in the UK is The Health and Safety at Work etc. Act 1974 (HSWA 1974). This imposes a number of general duties on people to ensure that work activities are carried out without risk to those doing them or anyone who may be affected by them. It is an enabling piece of legislation, which means that a number of regulations stem from it, dealing with the specific requirements of different work activities.
The most widely applicable set of regulations is the Management of Health and Safety at Work Regulations 1999 (MHSWR 1999), which apply across all sectors and place a number of specific duties on employers and employees to manage workplace risks.
