Monitoring failures led to construction site injuries

A self-employed labourer was injured on a building site when a pack of roof trusses fell on him. How could this accident have been prevented?

A self-employed labourer was working on a construction site in Darlington. He was engaged by two self-employed bricklayers sub-contracted to work on the project by the local council. As the labourer walked past the front of a building plot, a pack of roof trusses fell on him and trapped him by his head and arm.

The HSE’s investigation found there was an overall failure to adequately monitor work activities on the construction site. Inadequate arrangements were in place for the safe storage of roof trusses, as well as a general failure to manage the amount of materials on site. The HSE also found that there was a lack of planning for vehicle parking and generally poor housekeeping on site.

Darlington Borough Council, the principal contractor on the project, pleaded guilty to breaching its duty to plan, manage and monitor the construction work under regulation 13(1) Construction (Design and Management) Regulations 2015. It was fined £28,000 and ordered to pay almost £1,650 in costs.

The HSE found various instances of inadequate planning, managing and monitoring on this site. Good site housekeeping, including safely storing and stacking materials, is vital on a construction site to prevent such injuries.
